Feature request: Add support for Python 3.6/3.7 #25

Is your feature request related to a problem? Please describe. TDcoSim only supports Python 2.7 currently. Since Python developers have ceased official support for 2.7 it is necessary to migrate to Python 3.6/3.7 while still maintaining compatibility with 2.7.

Describe the solution you'd like TDcoSim should detect the Python version and behave accordingly.

Support for Python 3.6/3.7/3.8 has been added in v1.2.0. Note that the support is only available with PSS/E 35.0
