Initial public github release #3

Approve to sign off on the public release.

Just a minor issue, that we can address in later public release: documentation on GitHub pages (https://tdk-invn-oss.github.io/ultrasonic.soniclib/) will always display the latest version, and it is not possible to access older versions of published doc

Seems one workaround is to publish each doc version into a dedicated subfolder in /gh-pages branch, ie. https://tdk-invn-oss.github.io/ultrasonic.soniclib/v3.23.5/.

Let's add this action into backlog for next release.
