Give context to AMI brackets #2

On page 36 & 37 of the 2014 Housing Inventory ("Standards and Definitions of Affordability"), there are these classifications of AMI brackets:

For a 1 bedroom rental, that breaks down to this much rent:

Table 17 in the housing inventory (page 40) gives the number of units constructed in 2014, per classification. Cool!

I have a couple questions, and there is probably a bunch of other context I'm not thinking of:

What is the role of these brackets as for renters?

If a renter moves between brackets, what happens? Is there a grace period? -- seems less relevant now if the website won't include info on Affordable housing and not well documented --

Are there incentives to landlords to build by bracket? 20% AMI ("Extremely Low Income")

120% AMI ("Moderate Income")
