Better PowerShell detection #68

There's a bug when multiple PowerShell instances are running, some of them are called pwsh (2) etc. and the parent process is not identified as PowerShell.

Added some cosmetic changes to the help messages. Added some checks to commands that should not be used with ALL_SITES Dropped command fedcloud site show-all in favor of fedcloud site show --site=ALL_SITES

@tdviet @enolfc Thanks for the quick turnaround. Please publish a new build to match the changelog, but most importantly to fix the bug I introduced.
