Definition missing for gsin terms #16

Definition missing for the following gsin terms

modified startValidDate endValidDate language citation memo publicationDate

From http://www.gisin.org/cwis438/websites/GISINDirectory/Tech/ProtocolSpecification.php#4.4.1.1 we can get a first definition and improve it

Ass GISIN Protocol repository is not longer maintained, these GISIN terms should be defined within Plinian Core. Souce for those term definitions can be found at https://github.com/tdwg/gisin/blob/master/index.html
