Put dereferenceable IRIs in the comments for terms with defined controlled vocabularies #183

Now that ac:variant/variantLiteral, ac:subtype/subtypeLiteral, and dc:/dcterms:format have official controlled vocabularies, there should be hyperlinked IRIs leading from the term comment metadata to the vocabulary list of terms documents.

The Usage metadata for the six relevant property terms already specifies that "Values SHOULD be selected from the Controlled Vocabulary for ...". So I think we could add the references to the appropriate list of terms document in the Notes value for each property term.
