Change List of Terms build script to use templated header section pulling metadata from the same rs.tdwg.org source that generates the machine-readable document metadata. Added script to automatically move current document to a version. Also updated the RFC 2119 statement and generated a new list of terms to address https://github.com/tdwg/ac/issues/261 and https://github.com/tdwg/ac/issues/260.
