ncd:taxonCoverage definition inconsistent with its definition in NCD draft standard #53

1. Provide an ac Term Name or Label. ncd:taxonCoverage

2. Describe the defect or lack of clarity you find in the term. 
From Alexey Zinovjev: if "'this somewhat expands the
  usage of ncd:taxonCoverage' raises a question, why not using
  ac:taxonCoverage, i.e., to put it into ac namespace."

i.e. ncd:taxonCoverage specifies family level or above while AC specifies genus 
level or above.

Issue #67 would moot this if resolved with the same solution as here.  This 
also provides argument for Issue #67.  I am referencing this issue there.
