No support for sequences #82

AC describes multimedia items or collections of items. However there is no 
provision for sequence information for items in a collection. The order can be 
important, e.g. to specify the order of page scans in a 'book' collection or 
individual StillImages in a MovingImage.

This arrived after the period for public comment (at my request), and it seems 
to me that it is part of a broader conversation about idiosyncrasies in the use 
of AC for collections. I am therefore going to resolve it as WontFix and make a 
corresponding entry in Issue #84 (Proposed Topics for Task Groups)
