Import the API recommendations as issues #1

The API recommendations that we discussed during the interested group session, need to be imported here as issues so that refining, categorizing and ranking can be done, as suggested. This should probably not be done by hand, but using scripts such as https://github.com/beccasjames/issue-creator . Ideally the imported issues should start out with the tags "uncategorized" and "needs cleanup" (which need to be created beforehand by somebody who has sufficient rights).

Well, it took a little more time than expected (outdated python API calls and special characters conversion issues), but I still hope that I was faster than importing them by hand.
