Use only key value pairs for query parameters (ie. not JSON)

I understand the intent behind this recommendation, but the widely used reconciliation API would contravene it (in accepting JSON formatted batch queries): https://reconciliation-api.github.io/specs/0.1/#structure-of-a-reconciliation-query This API specificiation is the start point for the W3C entity reconciliation standard
