Some actions are only possible with particular basisOfRecord values. We're tending to only consider PRESERVED_SPECIMEN, but there are other actions specific to FOSSIL_SPECIMEN and MACHINE_OBSERVATIONs for example?

Should we recommend which actions should be use with which basisOfRecord?

Very good point. I suppose one naive way of determining that is to look through recordedBy or identifiedBy across all of GBIF for basisOfRecords other than PRESERVED_SPECIMEN or HUMAN_OBSERVATION and see if they have been overloaded in any way to indicate actions we're not accommodating here. Anyone know someone behind PBDB, https://paleobiodb.org/ (the Peanut Butter Database as I like to call it).
