This one is reasonable as is, for almost all purposes the absence of a value in dwc:Kingdom indicates a data quality issue.
This one could reasonably go into CORE.
I bow to others on this. I can see a case for CORE as a VALIDATION (rather than an ISSUE). PLEASE INDICATE - I have added NEEDS WORK for this. The stats are interesting

I agree to CORE - no one has suggested ISSUE have they? I think @chicoreus was using issue in a generic sense
