NOTEMPTY is the correct phrasing to go with the current definition of the term "Statement about whether a dwc:Organism has been introduced to a given place and time through the direct or indirect activity of modern humans." That is, the means by which the organism was established.
If there is a value in this term, it points to there being a potential issue for some uses of the data.
