Foundation group mods

Added language to satisfy recommendations of the Foundation Group. These changes address:

• location of operation
• added subheadings to Article 5 Executive Committee (just a format change)
• defined Exec Comm quorum and decision making mechanisms
• Conflict of Interest Policy
• dissolution and distribution of assets

This merge adds the changes recommended by the Foundation Group to TDWG's proposed new Constitution.
