Make Release 2023-06-28 #484

Ratification is complete. Issues have been addressed. Publish changes to production. Check. Make Release. Create new versions of affected GBIF Extension XML files.

@tucotuco I created a release of the rs.tdwg.org repo, which was necessary for term dereferencing of new IRIs to go live. It's working and pointing to the new List of Terms doc. Example: http://rs.tdwg.org/dwc/terms/vitality

I have made a pull request to get the changes into the gbif dwc-api
