Write script to produce Darwin Core extensions for GBIF #486

Darwin Core Cores and extensions used by the IPT are managed at https://github.com/gbif/rs.gbif.org/tree/master/core and https://github.com/gbif/rs.gbif.org/tree/master/extension/dwc.

Need a script that can produce these from a combination of an extension configuration and https://github.com/tdwg/dwc/blob/master/vocabulary/term_versions.csv.
