How does accessRights differ from dcterms:license? What are some practical guidelines for paleobiology?

In our institute we publish under CC0 (licence) and proivide our guidelines in accessRights (https://www.inbo.be/en/norms-data-use) Feel free to fork our norms for data publication, actually our whole repository on guidelines could be an inspiration ;)
