Side note: Often when discussing the issues of licensing, the concern is really about tracking use. At GBIF we provide clear citation guidelines which require the use of a DOI and then monitor citations of those. It allows us to e.g. identify the 822 papers making use of iNaturalist data in peer-reviewed journals. In 2021, GBIF are seeing 3 citations per day of GBIF-mediated data.
For reference, VertNet publishes documents about licensing of data (http://vertnet.org/resources/datalicensingguide.html) and about norms for behaving as good citizens with respect to attribution (http://vertnet.org/resources/usagereportingguide.html).
Interestingly and somewhat confusingly, the GSC doesn't seem to want to include licensing information in its MIxS list (see here)

We should include the recommendation to use these DC classes in our GBWG TG report for managing omics data across the UNESCO/OBIS/GBIF digital ecosystem, to allow them to comply with the "R" in FAIR.
Fields like this will become more important as Nagoya and other regulatory frameworks come into play around digital sequence information.
