I've created GeoJSON files for the World Geographical Scheme for Recording Plant Distributions in GeoJSON under the AGPL 3 license here: https://github.com/rdmpage/wgsrpd-geojson
I realise that this group is interested in extending regions to the marine environment, but perhaps it would be worthwhile to start small and ensure that there is an open, up to date, addressable (i.e., URLs for each region) version of World Geographical Scheme for Recording Plant Distributions, given that people are asking for this. The steps involved in making that happen (e.g., figuring out how are the regions made available to others, how are they edited, how to people use them) could be a dry run for when an extended version that includes marine regions is created.
