Add a samplingEffortProtocolReferences term #87

From our ALA colleagues: 'The terms protocolNames and protocolReferences are split. Should samplingEffortProtocol (https://github.com/tdwg/hc/issues/79) have the same treatment?'

Recommendation to add the term: eco:samplingEffortProtocolReferences

In discussion on 2023-11-29, it was concluded that there would not likely be many cases where the specific effort details would be published. So this term should probably only be added if there is demand for it.
