Add markdown version of charter to github repo to track changes during re-convening process. #8

Base file to start working on #7 . There should be no content changes in this file compared to the version currently on the interest group website: http://www.tdwg.org/activities/ncd/charter/ . The only changes to the text were to add in markdown formatting.

Will there be a repository for the collections descriptions or is this a relevant question? If so where is the repository? (Github?).

If by "collections descriptions" you mean the collections description interest group , and the eventual development of the NCD standard itself. This (https://github.com/tdwg/ncd) will become that repository once the interest group is re-convened.

If by "collections descriptions" you mean the actual descriptions of the collections, then that will be left up to organizations that end up implementing the standard once it is approved.

This is referencing the wrong (updated) version of the charter now, so I'm closing it.
