Move site from https://tdwg.github.io/tcs/ → https://tcs.tdwg.org/ #3

To avoid having github.io URLs (which we can't really control) it's better to run websites for standards on ___.tdwg.org.

We can use https://tcs.tdwg.org/ for this, unless you intend to change the name/abbreviation of the standard. Is there any chance of that?

Note the existing link will continue to work, in the same way as https://tdwg.github.io/ac/ redirects to https://ac.tdwg.org/.

CC @stanblum, @baskaufs, we discussed this in an email back in February.

This is not really a site but just the documentation for the TCS (1) XML Schema. I think we can take it down by now and zip it up, so that people can download it and run it on their own machine if needed (it does not require a web server).

Let's preserve https://tcs.tdwg.org/ for the new version when the time comes.
