I put this in yesterday just so we could have the discussion in the right place. My personal opinion (at the moment) is that we should not define a string representation for accordingTo in TCS. We can either borrow dwc:nameAccordingTo, or indicate in a note that there is a literal alternative in Darwin Core.

I agree with borrowing nameAccordingTo. I wrote that in #4.
