@mdoering @timrobertson100 I have been working on some notes (https://github.com/tdwg/vocab/blob/master/process-models.md) to summarize how various organizations manage vocabularies. I have a section on GBIF and I mention the GBIF Vocabulary Server. However, it is not clear to me how the terms in GBIF-managed vocabularies, such as the controlled vocabulary for establishmentMeans are managed. How is it decided what terms will be included and what their definitions are? Is there some kind of document that describes the process?

Section 5 of the VoMaG Report outlines a framework and workflow for managing vocabularies. It references Dublin Core, CSIRO, GBIF, and W3C procedures for managing vocabularies. In section 5.2, a series of steps for a workflow are suggested. In addition to procedures already implemented in TDWG, the section mentions the use of resource browsers (Recommendation 5.9) to search vocabularies, and Recommendations 5.4 and 5.8 specify that separate machine-readable translations to other (natural) languages should be created and published.
