Swiss Democracy Quizz #176

On the initiative of a contributor, we are conceiving a short quizz about Swiss democracy aimed at foreigners or migrants which want to learn the basic facts about the political system in Switzerland. We want to use our chatbot Chaty to implement the quizz. Initial version is in german but the goal is to translate it to multiple languages if there is demand.
