A mechanism to add extra mods to the assembled mod list

There are scenarios where non-participating mods need to present in the mod list:

• Dependencies of the participating mods. Namely:
  • Curios
  • GeckoLib
  • Patchouli
  • This
  • This
  • …
• Mods that make up our critical infrastructure. Most of them are made by us and available in our maven repo. Namely:
  • SlideShow
  • SimplePerm
  • AreaControl
  • Nickname
  • SignMeUp
  • …
• Other essential mods like JEI.

Ideally, we will maintain a list of these mods and automatically mirror them on our server, alongside with our signatures.
