Add Billing System (Laravel Cashier) #12

We need to add a billing system to the core that will:

  1. Allow users to pay for BCC
  2. Migrate the system to the other modules for app use.
  3. Integrate with User's database instance

We also need to determine if we integrate with stripe or braintree as the billing system
