Golden Buckets (empty or filled with a fluid) are not automatically moved to the crafting grid when using the recipe book when they have a FluidLevel NBT tag. Note: some methods of obtaining a Golden Bucket create a Golden Bucket without any NBT tags, (/give command, milking a Cow with an empty Golden Bucket) and these items do work correctly with the recipe book. It's probably not possible/easy to fix this because it is a vanilla issue that affects all items with extra NBT data.
