Banana Fronds not going blue retroactively

to replicate place a banana frond in an otherwise valid growing location on the correct block, but with a block above to stop it from receiving rain, it will, correctly, not go blue- but when the block is broken, it will not become blue, despite being able to grow into a banana plant

also happens vice versa
