Apply increased manual brake torque for full stop at very low speed at site test.

Yea, unfortunately this will put more priority in keeping Carla stopped so we might get stuck in the sim if the light changes too quickly but I think it’s worth it for this trial test. I don’t want to change anything else about the brake filtering logic at this point since we already know at least it seemed to drive smoothly on the last test.
