Optimize buffer values for creep and stop #135

moved stop target further back so car is behind line. Added small offset for creeping into buffer.

This appears to stop the car in a relatively good position. Due to the fact we use the closest waypoint ahead of the car as the car location, the exact stopping location can vary considerably, with the center of car stopping anywhere from about 4 m behind the line to about 2 m behind the line. During tests the car wheels always stayed behind the line.
