Visualization: Update RViz for LIDAR sweep, camera image and car arrow #150

Updated RViz layout file to add LIDAR point sweep, camera image, and car pose arrow size/color to improve visibility for making a video of Carla successful test data. RViz also automatically changes other parts of the file when saved, but manually cleaning them out can break the layout so it is all left as saved by RViz.
