chore(proposal): CI comment out broken job for sync mr with Gitlab #315

For a long time, our CI jobs that sync with GitLab have been broken, as shown here: https://github.com/team-monite/monite-sdk/actions/runs/10852891037/job/30119947480. I suggest we comment them out for now until we resolve the issues with expired tokens or other related problems
