Windows: Entering and leaving fullscreen while maximized does not keep maximized state #234

To reproduce:

  1. Run game
  2. Maximize window
  3. Go fullscreen
  4. Leave fullscreen

You'll notice that not only are you no longer maximized, but if you go fullscreen again, everything's shifted down somewhat. Very strange!
