Volume control doesn't save volume properly when leaving mute by clicking slider

To reproduce:

1. Have volume at some non mute point
2. Click speaker icon to mute
3. Click on slider to set volume and unmute at the same time
4. Click speaker icon to mute

You'll notice that it doesn't mute but instead reverts to step 1's value.
