Clang-format Support #340

Replace astyle code format with clang-format
Decide on a built-in style or duplicate the old one
- I like 1TBS
- Don't care as much about ( paddingParentheses ) anymore
- 4 space indent
- 120 width columns
- UTF-8 so we can have emoji in our comments 🤓

@athairus I like ( paddingParentheses )! Also I like the UTF-8 Idea. However where should I start to replace the clang-format code? Were trying to reformat the entire project right? Seems like a 1 really massive pull request isn't the right way to do this.
