Order of action for bots #16

When bots are first spawned, some information should be generated before they move for the first time. FIRST TURN

location of spawning HQ (returning resource, available for group making). DONE ALL TURNS
targets within vision radius (Resources for carriers, enemies for attack bots) HQ does this
friendly bots within vision radius (avoid cluster)
check the array for messages
define/change the current goal
perform an action if able
move
perform an action if move enabled it
update the internal map if new spaces are discovered
send an update on the array if able

Just trying to define the order in which the bots should do things.
