I think if we were to start fresh on the protocol, island locations would only have non-changing info such as the location and number of squares of that island visible and leave details to handle things that can change like ownership, relative force sizes present. I would also go back and change the enemy forces vs friendly forces to instead represent the relative diff between visible combat forces (represent if we greatly outnumber, slightly outnumber, slightly outnumbered, greatly outnumbered).
