Some users have pending status in priority period #169

@soechun @ZinTun Some users have pending status even though all experienced volunteers should be auto-confirmed. The following screenshots are of experienced users on 23 Oct 2019. No immediate explanation from us of why this behaviour exists.

@ongkoonhan does it still happen>? i couldn't reproduce it in staging environment.

@ZinTun So far no new cases of this. Will let you know when it happens again.

@ongkoonhan Since no more issue for this, i will close this backlog.
