We should consider re-using TSML for aerodrome forecast timeseries #12

Leverage the OGC Standard Timeseries ML for encoding the series of time-value pairs for the predicted / observed properties within the iwxxm:MeteorologicalFeature/phenomenonProperty. TSML XML Schemas (https://schemas.opengis.net/tsml/1.2/) seems to already cover most of the needs for expressing the aerodrome forecast need discussed in our last online meeting, so reusing an existing international standard for this would seem like a good idea to me.

I think we should proceed with the discussion under #16 first and if there is still a need we can coming back for further discussion.
