Update spec for Messaging API #4

This includes latest updates to the API v2 spec for messaging:

Various copy adjustments.
Send endpoint for number pool.
Messaging phone number list.

@badal-moradia Are we ok with the name NumberFeature? Should we be more explicit about “phone number” vs “number”, and/or about the fact that we're talking about messaging-related features?

I think MessagingFeatures may be better? Numbers may not always exist in the future. Even now technically since we have alphanumeric_sender_ids.
