Raffle Meter v2

There have been a bunch of awesome changes in preparation for the 2017 raffle! Let me know what you think, I'd love any feedback you can give, @gisellegk.

• Counts tickets, not books
• Understands partial books
• Large meter uses -webkit-text-stroke instead of text-shadow (looks much cleaner)
• Small meter's link to page is more legible
• Raffle page now credits Friends of Robotics

There are also some things that I couldn't quite figure out or get around to that I'll continue to work on.

• Fix CSS of large meter (#121)
• Both sizes using same HTML (#111)
• Updating without reloading page
• Fix problems related to hack to continue to use :before and :after for large meter
