Fix Content of Committees Page #125

I realize that very few people are going to get their information from the website. But if they do, it should at least be well-written and in line with our bylaws.

Considering we now have the bylaws on the site, it may be possible that this page is no longer needed entirely. It might be more pertinent to explain our team structure/"disciplines" slightly and invite visitors of the site to learn more by reading the relevant sections of the bylaws/appendices.

This issue should have been closed when I submitted fcc0a3b.

The main question that this issue raised is whether there should be a static page where the disciplines are listed and explained in a similar way as the committees page did previously. It would be relatively simple to create since there is an abundance of information in Appendix III of the bylaws.
