Save NetworkTables State for Simulations #94

For the custom dashboard stuff, I'd appreciate if someone could save the NT state right before bag so we can simulate the interface perfectly. Let me know if you have any questions. Thanks.

Steps to do so: 1) Connect to Robot & Open FRC Driver Station 2) Run python3 ~/frc2019/tool/OutlineViewer.py, or the respective equivalent on Windows... it's within the official directory for 3) Connect to NetworkTables Server as Follows:

4) Save State

5) Post resultant networktables.ini file here

@ashwinc12 I think we should do this whenever we get the chance out of bag. It's very quick and gives us a lot more flexibility to test UI before competition

rename to .ini and import into NT
