Anchor options to bottom of panel #88

Observed:

Options panel has 3 positions: closed, half height, and full height
Changing options requires the panel to be half height or full height, which blocks the view of the data

Expected:

Option to anchor options panel to the bottom the tab, which also makes the visualization move upwards to the remaining space
