fix addBabelPrefixAndResolve #16

Hi.

"@emotion/babel-preset-css-prop" breaks "getBabelOptions" This would fix the problem with using npm scopes other than "@babel". By the way, I know this is not the final code used in "bit.envs", where should I contribute?

Some compiler version were updated via bit import. We need to update it back to this repository. This is why it's not updated. I will check what can we do about.
