Missing tests and/or implementations for AnnotationReader #31

There are two tests in AnnotationReaderTest.cfc which were labelled "placeholder test". They have been commented out so the test suites can pass.

I believe these were added by Adam and I'm not sure if only the tests need to be written, or if the code that allows them to pass also needs to be written.
