Look into changes for defaultLocale to ensure that everything is covered #43

This is based on an email conversation between John and myself. John made some changes to the way locales work, but I'm not sure the changes cover all situations. This should be looked at before the next release.

I've not found any issues, although the code coverage is not complete, so ideally some test cases should be created.

I believe this is all ok. I did a ton of work with locales for the last update.
