[SALTSTACK] - include SqliteBrowser #599

Could it be able to get SqliteBrowser installed in to the base setup?

Two options

  1. old but workable version ships with Ubuntu 22.04
  2. add newest release with 3rd party repo for up-to-date builds see official download page - https://sqlitebrowser.org/dl/

Hey @grrrrr , I've created the necessary state files and am running some final tests, then if all is well I'll submit the PR tonight.
